In January 2014, the Governor of California officially declared a drought emergency. California is enduring its driest period ever recorded (www.ca.gov). The Department of Health and Safety has been authorized to adopt new groundwater replenishment efforts for recycled water and storm water. As of March 2014 state lawmakers are working on legislation to tackle this problem.
